Welcome and introduction

The Chair welcomed all to the Annual Ward Meeting

Minutes of last meeting

Minutes from previous meeting 29.01.07 proposed (B.Aves) seconded (J.Wise) accepted as true.

Election of officers

Proposed, seconded and agreed that David Herring should act as Chairperson. David Herring agreed however on the proviso that he would serve for a 12 month only term.

Proposed, seconded and agreed that Brian Aves should act as Vice-Chairperson.

Proposed, seconded and agreed that Thérèse Lewis should act as Secretary.

Chrissie Lewis’s offer to take minutes for this meeting was gratefully received.

Village Hall

A very quiet year with no profit making events. The Village Hall requires maintenance of £2,500 to meet the basic requirements for the upkeep of the Village Hall. This year the Village Hall Committee received £550 to keep the recycling area neat and orderly and this is a vital source of income if they are to maintain upkeep. However keeping the recycling area neat and tidy is a huge commitment for the Committee and they wish to appeal to all members of the community to do their bit to keep the area tidy.

Haggs Committee

A quiet year. A new noticeboard has been installed at the foot of the Bank. An information leaflet has been published and is available for any interested parties.

School

No representation. No report. David Herring had spoken with the headteacher to ask that if there could be no representation a report could be submitted to the Annual Ward Meeting. Not forthcoming.

Nenthead Community Village Shop

Ninety one shareholders have received shares to date with the money being held in a bank account in preparation for purchase. The negotiations over the purchase and Post Office contract are ongoing however final agreement for grants and loans have now been received. The first shareholders meeting of the Nenthead Community Village Shop will be held 28.03.07 to discuss the future developments and appoint new Directors. Potential shareholders (that is those that have pledged support but have not as yet paid to secure shares) are not invited.

Dick Phillips asked if it were possible that potential shareholders could now follow up payment to receive shares. Sally Orrell said this was not possible.

Heritage Centre

No representation. No report. David Herring had spoken with the headteacher to ask that if there could be no representation a report could be submitted to the Annual Ward Meeting. Not forthcoming.

Nenthead Play Area

Money was raised to buy a sit-on grass cutter to keep the play area neat.

There is an estimated £30,000 to £40,000 left over from the Nenthead Triangle and fundraising by the Nenthead Play Area supporters. It can be used to benefit the play area or other parts of the village but needs to be used before contractors leave the site. Rita Swindle collected suggestions from Nenthead residents to how this money might be used to improve and develop our village. Capita are now considering what can be done with the money available.

Requested additional agenda item

Dick Phillips requested this additional agenda item to express his concern at the lack of involvement and commitment to the Nenthead Community from the Heritage Centre and to formally register his concern. There was agreement from all present that this is disappointing and that there is real potential for us all to work together.

David Herring is to meet with them and will convey the concern and disquiet regarding their non-involvement. Discussion following agenda items

Dick Phillips raised the issue of the Parish Council elections as candidates were required. Any person that lives within the Nenthead Ward is eligible following proposal and seconding. Nenthead Ward has four seats: Brian Aves holds one and is restanding; Dick Phillips holds one and is restanding; Vince Peart currently holds one but has not confirmed that he is standing again.

Therefore there is one vacancy and perhaps two.

A question was asked about what’s happening with Wright’s Garage. David Herring reported that he has had no recent information but has been previously informed that following survey the building was found to be structurally unsound.

Dick Phillips brought up a concern about the notice recently posted in the Surgery window to inform village residents that the surgery would only open in future for one day a week. This could impact upon residents dependent upon the surgery for collecting prescriptions and we should all be aware that Garrigill lost their surgery and this may be the first step towards Nenthead losing their surgery.

However it was pointed out that it wasn’t financially viable and was to some extent underused. Dick Phillips responded that perhaps we should be discussing and negotiating alternative methods to deliver prescriptions and we will request that a representative from the surgery attends the next Ward meeting.

David Herring will contact the surgery to discuss and invite representative to the next ward meeting.
